To mod Forces your gonna want the HedgeModManager to make things easier, there is another way to mod it, but that's harder than using the HedgeModManager, which you can download by going to the SG page or the Forces page has a link to it. (The HedgeModManager is compatible with Generations, Lost World, and Forces.)To install the mod manager just: the manager, 2. Mega man 3.

Drag in to the folder with the Forces files are at, ( TIP: It should be at steamappscommonSonicForces which is in program files.) 3. Open the mod manager, 4. Go to buildmainprojectsexec, then The mod loader is there along with the mods folder, 5. Put mods in the mod folder, then launch the mod loader, 6. Check the mod boxes then press 'Save and Play' or 'Save' and then 'Play'.That is it for the tutorial.
